The state enterprise "Kyrgyzkomur" in Kara-Keche fined 139,000 soms after a compliance inspection

Employees of the Naryn Regional Office of the Ecological and Technical Supervision Service conducted a control inspection of the State Enterprise "Kyrgyzkomur" in the coal basin of Kara-Keche in the Jumgal district on October 20-21.

According to information from the Ecological and Technical Supervision Service, it was established during the inspection that the enterprise had fulfilled only 22 out of 27 previously issued requirements. Of these, 18 pertained to environmental standards, and 9 to mining control and subsurface protection.

The branch of "Kyrgyzkomur" in Kara-Keche was fined 139,000 soms based on the following violations recorded in the Code of Offenses:

- paragraph 4 of article 243 — Violation of the rules for the development of mineral deposits;

- paragraph 1 of article 276 — Conducting activities at hazardous production facilities without the necessary licenses or in violation of their conditions;

- paragraph 1 of article 434 — Failure to comply with or improper execution of a lawful order or directive of an authorized body (excluding directives related to migration violations);

- article 2271 — Violation of radiation safety requirements;

- article 2361 — Violation of wastewater discharge rules into the environment.

In accordance with the requirements, the enterprise is obliged to provide a written report on the fulfillment of the remaining obligations to the Ecological and Technical Supervision Service within 15 days.

According to the Ministry of Justice, the "Kara-Keche" branch is headed by Talant Skanderbekovich Skanderbekov. The main activity of the company is the extraction of brown coal (lignite). The state enterprise was re-registered on September 29, 2025.
