At the recent People's Kurultai in Bishkek, delegate Aysalkyn Karabaeva raised an important issue regarding the observance of human rights in prisons and appealed to the president to take necessary measures.

She pointed out instances of cruel treatment and torture occurring in correctional facilities. According to her, inmates suffering from illnesses often face denial of access to water and medication, citing "internal rules" of the institutions despite their severe conditions. It is important to note that convicts remain citizens of Kyrgyzstan and have the right to decent living conditions, the lawyer emphasized.
Additionally, Karabaeva highlighted the difficulties faced by the families of inmates.
She noted that parents are forced to stand in long lines from early morning to deliver food, which often spoils due to the lengthy wait. She also reported that during the cold season, inmates lose the heaters sent to them, leading to their suffering from the cold, viewing this as a form of torture.

In conclusion, the delegate urged the president to pay attention to the situation in closed institutions and consider the possibility of applying the amnesty law.
