A delegate from the Kara-Suy district proposed to reform the education and social security system

At the 4th People's Kurultai, held on December 25, delegate Kubanychbek Estebesov from the Kara-Suu district presented initiatives for reforming the education and social welfare systems.

Estebesov emphasized the need for radical changes in the educational sphere. He pointed out that the transition to 12 years of schooling is not accompanied by sufficient measures to increase students' interest in learning. In a class of 30-35 students, only 5-10 are genuinely interested in studying the subjects.

In his speech, the delegate proposed abandoning the educational model oriented towards socialist and communist ideals and adapting the curriculum to the requirements of modern capitalist society. He suggested introducing courses on financial literacy, business, programming, and lessons on faith into the curriculum. Estebesov believes that in-depth study of the exact sciences, such as mathematics, physics, and chemistry, is not a priority. He also called for the appointment of qualified specialists to implement a comprehensive reform of the educational system.

Regarding social welfare, the delegate noted that the currently effective law does not meet the pressing demographic challenges. He pointed out the injustice of the norm that prevents families from receiving benefits if they own a car or if their parents are engaged in labor migration. In his opinion, owning a car is a necessity, and migration does not always indicate the family's wealth.

Estebesov proposed creating a digital system that would categorize people into two groups of benefit recipients, with benefits paid until children reach the age of seven, regardless of whether the parents have a land share.

The delegate also expressed concern about the importation of cheap and potentially harmful goods into Kyrgyzstan that may threaten children's health. He noted that such goods are often sold near schools without the necessary quality certificates and called for increased control from phytosanitary authorities.

In conclusion of his speech, Estebesov expressed concern about the possible repeal by parliament of the law banning electronic cigarettes and requested a legal assessment of the actions of individuals managing the Ayil Okmotu of Mady in the Kara-Suu district regarding land distribution.
