The deputy opposed the removal of the title "Honored" from the state awards system

At the meeting of the Jogorku Kenesh Committee on Constitutional Legislation, held on January 13, Deputy Marlen Mamataliyev expressed his disagreement with several provisions of the draft law concerning the reform of the system of state awards and honorary titles.

He categorically opposed the removal of the "Honored" titles from this system, emphasizing that they play a key role in recognizing the contributions of specialists who have worked in their fields for many years and strive for high achievements.

“The exclusion of these titles from state awards and the transfer of their regulation to the level of the Cabinet of Ministers and ministries could negatively affect their status and significance. People work their entire lives to earn a certain title, and suddenly it could disappear. This is absolutely wrong,” Mamataliyev noted.

In addition, he supported his colleague Gulnara Akimbaeva, stating that he does not share the draft law's opinion on the necessity of merging the concepts of "writer" and "poet." “These two directions in creativity are different, and their unification may lead to the loss of separate recognition of poetic art,” the deputy added.

Deputy Minister of Justice Kuban Kazakov commented that all previously awarded titles will remain in force along with the provided social guarantees. According to him, the proposed changes are aimed at optimizing the system and streamlining the award process.

If the law is adopted, the procedure for awarding the Honorary Certificate and conferring the titles of "Honored," which previously had the status of state awards, will be established by the Cabinet of Ministers.

Deputies Kubanychbek Samakov and Gulnara Akimbaeva proposed not to transfer the "Honored" titles to the government but to abolish them completely, believing that even 20 types of titles are too many. In other countries, there are no similar titles, and renowned artists usually do not have them.

Kazakov added that an interdepartmental commission will be created to discuss this issue. As a result, the number of awards may be reduced compared to the 2023 draft law. At the same time, he noted that it is impossible to completely eliminate honorary titles, as this is enshrined in the Constitution as the prerogative of the president—to confer honorary titles.
