At a meeting of the permanent commission on housing and communal services, energy, transport, communications, and ecology, a deputy of the Bishkek City Council proposed using old shoe covers as raw materials.
Nurlan Jumaliev, director of the municipal enterprise "Bishkek Sanitary Landfill," informed the commission members that all medical products are made using polyvinyl chloride (PVC).
He noted that when heated, PVC releases chlorine, which is hazardous to health, and therefore such materials cannot be recycled—they must be disposed of. "Shoe covers are also made from PVC. Medical waste is not subject to recycling," he added.

In response, the deputy mentioned that he had seen in one of the Russian cities how shoe covers were used as raw materials.

"There are enterprises that even recycle syringes, but how safe is that? Blood can remain in them," emphasized Nurlan Jumaliev.

According to him, several private companies in Bishkek are engaged in the disposal of medical waste, but not in recycling.
