In Bishkek, the municipal enterprise "Tazalyk" is experiencing a serious shortage of employees — 420 positions remain vacant. This was reported by Vice Mayor Ramiz Aliyev during a meeting of the permanent commission of the Bishkek City Council on housing and communal services, energy, and ecology.

According to him, the situation is due to several factors.

“First of all, this concerns the level of wages, and secondly, it must be acknowledged that work in this field is not prestigious. The current tariffs for garbage collection do not allow us to raise salaries. Nevertheless, I urge citizens to apply for jobs at 'Tazalyk',” noted Ramiz Aliyev.

Dinara Bekmuratova, the chairwoman of the commission, added that the issue of staff shortages had already been raised at the previous meeting.

“However, the deputy director of 'Tazalyk' claimed that there were enough employees. Does this indicate her lack of awareness? How can she say that when more than 400 people are missing?” the deputy expressed doubt.

Joldoshbek Chushtukov, the head of the enterprise, admitted that incorrect information had been provided to the deputies. “The deputy director is responsible for the subscriber service, where there are indeed no issues, so she could have said that. But in the area of sanitation and solid waste removal, there are indeed problems, which is why we are attracting foreigners,” he explained.

One of the deputies suggested considering the possibility of attracting not only citizens of Pakistan but also people from Bangladesh who are willing to work for 35-40 thousand soms.

Deputy Rysbay Amatov expressed the idea of outsourcing services. “If there is a shortage of staff, let private companies handle this work. In developed cities, cleaning services, including planting flowers, are outsourced. It is necessary to launch experimental projects, divide the city into micro-districts, and start with Novopokrovka, defining the requirements. If you already lack more than 400 workers, what will happen next? This is not just a suggestion but serious advice. It may require a tariff increase,” he added.

In response, Ramiz Aliyev mentioned the negative experience of outsourcing in the past.

“There are already 3-4 private companies operating in Bishkek, but they do not fulfill their obligations. At the same time, the city has a population of 1.5 million people, and only a million of them pay for garbage collection; 500 thousand people are absent from the database, and private companies are not ready for this,” said the vice mayor.
