Kazakhstan has begun the implementation of a new quota to attract labor migrants to rural areas. Deputy Minister of Agriculture Azat Sultanov announced that the quota will pertain to unskilled workers who will engage in construction, as reported by Informburo.

Sultanov specified that a quota will be allocated for each region based on its needs.

According to him, the ministry has initiated the attraction of foreign labor to address the issue of staff shortages in construction. The reason for this outflow, in the deputy minister's opinion, lies in the low standard of living conditions in the villages. Students from agricultural universities, who are accustomed to comfort, face difficulties when relocating to villages, even if they are originally from there.

To address the situation, many agricultural enterprises have started building housing for workers. To reduce construction costs, farmers have turned to the ministry for assistance. As a result, the Ministry of Agriculture, in cooperation with the Ministry of Labor, has agreed on a quota to attract about a thousand unskilled specialists for 2025.

Sultanov added: "We aim to agree on quotas for the next year in accordance with the president's directives... These specialists are necessary for construction in the villages, including infrastructure and production facilities such as dairy farms, poultry farms, and greenhouses."
