According to Renat Karimov, the chairman of the migrant workers' union, employers are interested in increasing the number of migrants, rather than the government itself. In an interview with NSN, he noted that it was the employers who initiated the proposal to raise the quota by 20% in 2026.

The Ministry of Labor is considering the possibility of issuing up to 278,900 permits for specialists from countries that require a visa to enter Russia.

Karimov emphasized that the main motivation for employers is the desire to attract foreign labor, as workers from visa-requiring countries are often more tied to specific companies. These migrants have visas linked to certain workplaces, while labor migrants from visa-free countries can easily change employers, which creates certain difficulties for companies.

He also noted that the labor costs of attracting foreign workers can be significant, as employers need to organize their arrival and document processing, and then may face the issue of these employees leaving the company after a short time.

The union leader proposed an alternative solution to the labor shortage problem. He believes that foreigners who work in Russia for two to three years should have the opportunity to obtain a residence permit. This could help retain workers, as having a residence permit would allow them to work without a patent. Otherwise, if a migrant overstays their residence permit even by one day, they will have to wait a year to obtain a new one.
