According to the decree, only 3,802 permits will be issued next year, distributed across the regions of Russia.
For 2025, the quota is set at 5,500, while in 2024 it was significantly higher — 10,595 permits.
The determination of the quota volume depends on the proposals from the regions and takes into account the current state of the migration situation and the economy of each subject.
The government will also create a reserve quota, which for 2026 will consist of 1,140 temporary residence permits, distributed among the subjects of the Federation.
The largest number of permits in 2026 will be granted to the capital region, where Moscow will receive 500 permits, which is half of what was allocated in 2025 (1,000 quotas).
The smallest number of quotas will be allocated for the Smolensk region and the Republic of Tuva — only 5 permits each.
Earlier, Renat Karimov, the chairman of the migrant workers' union, mentioned that an increase in the quota for labor migrants is planned in Russia for 2026. According to him, migrants are needed by employers, not the government. He also noted that a 20 percent increase in the quota for labor migrants is expected, with the Ministry of Labor proposing to issue up to 278,900 permits for specialists from countries with a visa regime.
The quota for temporary residence represents a limit set by the Russian government on the issuance of permits for migrants each year. This measure allows the state to control the number of people who can obtain such status, taking into account the economic capabilities of the regions, their demographic situation, and their ability to accommodate new residents.
