It is noted that such an initiative may not be suitable for small and medium-sized enterprises, which could become dependent on the accuracy of forecasts from government agencies regarding the demand for labor.
By the end of 2026, the Ministry of Internal Affairs of the Russian Federation should also organize training and retraining for specialists dealing with migration issues, as well as begin cooperation with universities and colleges that train such professionals. These specialists will work in two new divisions: the Center for Competence in Digital Transformation of the Migration Sphere based at the state institution "Passport and Visa Service" and the Situational Center of the Migration Service, which will be established within the next year.
The proposed system for organized recruitment of migrants includes a registry model. Foreigners who have undergone the necessary checks in their home countries will be directed to specific employers, avoiding the need to obtain permits and search for jobs upon arrival in Russia.
By December 1, 2026, the Russian Ministries of Internal Affairs and Digital Development must launch an information system for targeted organized recruitment of migrants, as well as create a mobile application for this process. At the same time, by July 1, ministries such as the Ministry of Labor and the Federal Labor Agency will develop a methodology for surveying employers who hire labor migrants, in order to assess the needs of the Russian economy for this workforce.
In collaboration with the Ministry of Economic Development, a mechanism will be developed to identify priority sectors of the economy for attracting migrants. Within the year, measures aimed at familiarizing labor migrants with Russian legislation are also planned, and similar educational measures will be proposed for Russian businesses.
