In Russia's Yugra, the list of sectors where migrants are prohibited from working has been expanded.

The administration of Yugra has decided to expand the list of professions for which hiring migrants with work patents is prohibited. Starting from January 1 of next year, this ban will apply to 27 types of activities, including traditional industries. This information was reported by TASS, citing Governor Ruslan Kukharuk.

The governor noted: “A draft document has already been prepared by my colleagues. We need to protect the labor market in Yugra, and therefore we are adding five more types of economic activities to the existing list for which employers are prohibited from attracting foreign workers with patents. Starting January 1, 2026, they will be included in the main list of restrictions.”

Currently, there are bans on 22 sectors in the region, including healthcare, energy, water purification and distribution, household services, and financial services. Among the new restrictions, Ruslan Kukharuk mentioned the work of couriers, as well as traditional types of crafts, such as gathering wild plants and fishing.

The governor also stated: “We are increasing the advance payment for issuing patents for foreign workers by 30 percent. This is not the maximum amount in the country, but it is still a measure that will significantly impact employers. As a result, they will reassess their economic efficiency in attracting migrants compared to local workers.”

Currently, the cost of a work patent for a foreigner in Yugra is 11,097 rubles per month.

According to the governor, over 1,000 migrants who were in Russia illegally were deported from Yugra in 2025 alone.
