Pensions within the EAEU: What Kyrgyz Citizens Need to Know

As of January 1, 2021, the Agreement on Pension Provision for Workers of the Eurasian Economic Union (EAEU) countries comes into effect.

According to the Social Fund, this document provides for the mutual recognition of pension rights for citizens of Kyrgyzstan, Russia, Kazakhstan, Belarus, and Armenia who have worked in other member states.

Implementation of the Agreement in Kyrgyzstan

Currently, the Social Fund has reported that pensions have already been assigned to 147 citizens from other EAEU countries:

Of these, 133 are citizens of Russia, among whom:

▪️ 11 individuals have retired under the laws of Kyrgyzstan;

▪️ 5 citizens had their payments terminated due to prolonged non-payment.

11 citizens of Kazakhstan, including:

▪️ 3 pensions were terminated at the request of the recipients.

2 citizens of Belarus, of which:

▪️ 1 receives a pension according to the legislation of Kyrgyzstan.

Mutual Pension Payments

Additionally, 129 citizens of Kyrgyzstan have already received pensions from the Russian Federation, confirming the effectiveness of the agreement on mutual accounting of work experience and pension rights.

According to the terms of the agreement, pension rights are formed and accounted for in the countries where citizens worked and made contributions, while pension assignments are made in the country of residence based on the principle of proportionality.

Thus, the agreement protects the pension rights of migrant workers within the EAEU and guarantees the receipt of earned payments regardless of the country in which they worked.
