Alymbek Baktybekov, the chairman of the commission, noted that there are already established zones for smoking, waiting for public transport, and other needs in the country. He asked the question: “So where are the places for walking dogs?”
In response, Ramiz Aliyev confirmed that this issue indeed concerns the residents of the city. “The new regulations state that such places must be provided. The working group has instructed the akimats to determine the appropriate zones, and we will publish them,” the official added.

“This needs to be done as soon as possible and to provide for time restrictions, similar to what is done in large cities. For example, from 6:00 to 9:00... Where exactly will the walking areas be organized — in parks? It is impossible on the road. This issue needs to be approached very carefully,” Baktybekov emphasized.
The vice mayor confirmed that dogs will only be allowed to be walked in specially designated areas.
Additionally, Ramiz Aliyev pointed out that Article 124 of the Code of Offenses of the Kyrgyz Republic establishes liability for non-compliance with the rules for keeping and walking animals in populated areas.
For such violations, warnings or fines are provided: 55 calculated indicators (5,500 soms) for individuals and 170 calculated indicators (17,000 soms) for legal entities.
It is worth noting that the Rules for Keeping Pets and Birds in Bishkek were approved by the city council back in 2002. Since then, walking dogs and cats in parks, squares, markets, beaches, and playgrounds has been prohibited.
Dogs can only be walked in specially designated areas; however, the necessary infrastructure has still not been created.
