In the city of Manas, the indicators of economic development were announced. Two city hall structures will stop funding from 2026.

In two municipal enterprises under the mayor's office of the city of Manas, funding from the city budget will practically cease starting in 2026. These organizations will need to work independently on improving their financial stability. This was announced by the mayor of Manas, Ernis Ormokov, at a meeting dedicated to the results of the socio-economic development of the city over the past nine months.

At the meeting, it was reported that by the end of the third quarter of 2025, industrial enterprises produced goods worth 9 billion 491 million soms, the index of physical production volume was 117.4%, and the growth rate reached 133.7%. In other words, compared to the same period last year, production increased by 2 billion 393.9 million soms. From January to September 2025, the volume of attracted capital investments in the city of Manas amounted to 16 billion 809 thousand 793 soms, which corresponds to a growth rate of 272% compared to the same period in 2024. As of the third quarter of 2025, 138 new enterprises were registered in the city, creating 265 permanent jobs.

The report presented data on capital investments, budget execution, the work of utility services, and activities in the social sphere.

According to the head of the municipality, the main task is to increase tax revenues, and he instructed to strengthen efforts in collecting accounts receivable. He also inquired about the situation with rental apartments. One of the discussion topics was readiness for the autumn-winter period. It was reported that the city services are generally prepared. The issue of energy conservation was also raised: it was noted that the street Abdyrahmanov was completely turned off the day before. The mayor stated that complete shutdown of lighting on central streets should not be allowed, and at least one-sided lighting must be ensured.

“If we completely turn off the lights, we will provoke mass discontent among the population. At least one side of the main streets should be illuminated, or we need to consider the option of turning off every other streetlight. Complete shutdown of the streets may lead to an increase in crime and accidents,” he said.

During the discussion of plans for the next year, it was noted that funding for the enterprises “Manassuukanal” [“Water Supply of the City of Karakol”] and “Manas Tazalyk” [“Cleanliness of the City of Manas”] from the city budget will be significantly reduced next year. This year, 32 units of equipment were purchased with the city budget and transferred to utility services. Now the enterprises need to improve the quality of services provided to the population and seek sources of independent financing.

“Funding for ‘Manassuukanal’ will be completely terminated this year. You know this well. The enterprise ‘Manas Tazalyk’ needs to effectively utilize the equipment we provided to you. New multi-story buildings are appearing in the city, new institutions are opening — this will increase the number of subscribers. We will conduct raids together. If it turns out that any facilities lack contracts, do not take offense. Ensure strict control when collecting fees for garbage disposal,” the mayor said.

The first deputy mayor of Manas, Kubanych Imanaliev, urged the heads of municipal enterprises to be financially literate, stating that despite their competence in their field, some leaders make mistakes in financial management.

As a result of the meeting, it was instructed to ensure the achievement of the planned indicators by the end of the year.
