During the discussion of Dosmambetov's candidacy for the ministerial position, he reported on the current staffing situation: out of 88,000 planned positions in the ministry, only 65,000 are currently filled, creating a shortage of 23,000 specialists. According to him, the main reason for this is the low level of salaries.
Dosmambetov emphasized that decisive measures must be taken for effective anti-corruption efforts. He noted that ordinary doctors are not involved in corrupt schemes; it is mostly the chief doctors and managers who are. "Our goal is not to punish medical professionals, but to implement real reforms that will eliminate the causes of corruption. I urge everyone to be open and to work together to eradicate this problem," he added.
Additionally, he reported that some doctors have expressed a desire to leave their positions. "This is their decision. Analysis has shown that many managers have inefficiently spent budget funds and purchased unverified medications. We intend to stop this. If someone decides to leave, it will be a minor loss for the healthcare system. Perhaps it will open doors for new specialists. There are also influential figures in this field who have hindered the career growth of young professionals by dividing doctors into 'ours' and 'theirs.' We will not support such specialists," he noted.
In response to these remarks, Deputy Salyamova called for caution in managing human resources, especially in conditions of shortage. "It is necessary to take into account the specifics of work in various areas. I ask you to consider the possibility of raising salaries for medical workers and improving the personnel policy in the ministry," she concluded.
