The updated resolution clarifies the functions and structure of participants in the country's digital ecosystem.
The changes include:
- The role of the e-health center, which is subordinate to the Ministry of Health, now includes maintaining medical statistics and implementing information systems in healthcare.
- The open joint-stock company "Tunduk" and the state enterprise "Kyzmat" become the sole providers of services for the development, modernization, and technical support of state information systems, with some exceptions.
List of exceptions:
The Ministry of Finance, the State National Security Committee, the Ministry of Water Resources, Agriculture, and Processing Industry, the Tax and Customs Services.
The Armed Forces, law enforcement agencies, the prosecutor's office, and institutions operating based on the Unified Register of Crimes.
The Bishkek City Hall.
Additionally, the resolution includes new provisions:
- Functions related to maintaining medical statistics and implementing e-health systems are fully transferred to the Ministry of Health, including the corresponding funding, staffing, and material resources;
- "Kyzmat" is appointed as the technical operator for information systems processing biometric data for passports, identity cards, and other state documents.
This resolution will come into effect in 10 days.
