
The state institution "Kyzmat" has presented new certificates and forms that will now be issued by the Civil Registry Office. As part of this initiative, two types of forms are being introduced: digital and printed. This is a step towards the implementation of digital documents in the public services of Kyrgyzstan.
According to Ernes Dosaliev, the deputy director of the state institution "Kyzmat," this initiative aims to simplify the procedures for obtaining civil status records without the need for paper documents. Now residents will be able to use digital forms through the "Tunduk" portal.
“The introduction of new forms is an important step towards digitalization, which significantly simplifies the process of obtaining public services,” noted the head of the passport and civil status records department, Perizat Seydakmatova. “In accordance with the Cabinet of Ministers' resolution No. 161 dated March 24, 2025, two types of new forms have been approved: digital and printed, which have more than 10 security features, according to the technical specifications developed by the working commission.”
She also reported that citizens can now sign up for an online queue and visit the Public Service Center without the need to bring documents — it is enough to have the "Tunduk" mobile application with an ID card.
If citizens need to provide a certificate for traveling abroad, they can print it on a printed form.
Perizat Seydakmatova added that the system automatically generates a digital certificate with a unique personal number, which will also be transferred to the printed form. This innovation is intended to reduce the number of duplicate certificates caused by the loss or damage of originals.
The format of the certificates has also changed: instead of KGZ, the abbreviation KG is used. The new list of certificates is as follows:
- KG 01 — birth certificate;
- KG 02 — marriage certificate;
- KG 03 — divorce certificate;
- KG 04 — certificate of change of surname, first name, or patronymic;
- KG 05 — death certificate.
The old forms will remain valid until they are exhausted.
In addition, the institution has sent notifications to all government agencies about the new forms to avoid requests for paper versions. The legalization procedure has been carried out with the Ministry of Foreign Affairs, and other countries have also been informed about the introduction of new forms.
It is worth noting that generating a paper version from the digital one will be free, however, printing the printed form will require payment of the corresponding amount.
