Kasymaiev Summarizes the Results of Two Challenges Within the "Government Accelerators" Program

At a meeting held under the leadership of Adylbek Kasyamaliev, the chairman of the cabinet of ministers and head of the presidential administration, the results of two challenges launched in August 2025 as part of the "Government Accelerators" initiative were presented.

The first challenge focused on increasing the accessibility of education by simplifying the licensing process for private educational institutions.

Kasyamaliev noted that the sharp population growth in Bishkek, Osh, and other regions has led to overcrowding in public schools, necessitating active engagement from the private sector.

During the reform, the following measures were implemented:

– introduction of an online licensing format;

– cancellation of the requirement to reprofile buildings while adhering to sanitary standards;

– reduction of the time to obtain sanitary and fire safety approvals from 30 to 3 days in cities and to 7 days in regions;

– elimination of excessive inspections and administrative procedures;

– transition to an automated document submission system with a complete shift of the licensing process to an online format.

Thus, the licensing period was reduced from 3-4 months to 20 days.

The second challenge concerned simplifying the process of replacing driver's licenses.

To improve the quality of public services, the procedure for replacing licenses was transitioned to a digital format, eliminating the need to provide paper documents. In collaboration with the companies "Kyzmat," "Tunduk," and "Kyrgyz Post," the following actions were taken:

- an online service was created for submitting applications for license replacement;

- the option for online payment via QR code and banking applications was implemented;

- the application submission time was reduced from 1.5 hours to 10 minutes (without visiting UNA offices);

- the time to receive the finished license was reduced from 4 days to 1-2 days, with the option for home delivery through OJSC "Kyrgyz Post."

Now citizens can renew their driver's licenses online through the "Tunduk" app, and the finished documents are delivered to their homes via "Kyrgyz Post," significantly simplifying the procedure and reducing the number of administrative steps.

In conclusion of his speech, Adylbek Kasyamaliev emphasized that such changes were made possible through the coordinated work of government agencies and expressed gratitude to everyone who participated in the implementation of these reforms.
