Replacement of indefinite driver's licenses with new ones. What documents will be required?

Kanibek Tumanbaev, the head of the president's office, stated that starting from January 2026, all holders of indefinite driver's licenses will be required to replace them with licenses that have a fixed validity period. He also reported that all private driving schools will come under state management, and citizens will need to undergo training for 14 months to obtain new licenses.

Later, President Sadyr Japarov clarified that this duration will apply only to students in the 11th and 12th grades, while for other categories of citizens, the training period will be shorter.

Current Situation with Drivers in Kyrgyzstan

As of September 30, there are 3,039,947 valid driver's licenses registered in the country:

2,538,532 (83.5%) of them belong to men;
501,415 (16.5%) - to women.

Statistics on License Issuance Since the Beginning of the Year

During the first nine months of the current year, 135,196 driver's licenses were issued in Kyrgyzstan, of which:

132,091 - national standard licenses;
2,541 - international standard licenses;
564 - tractor driver licenses.

From January 1 to September 30, 500,678 candidates registered for the theoretical driving exam:

74,646 of them passed the exam successfully;
281,661 - did not pass;
144,371 - did not appear for the exam.

186,886 candidates took the practical exam:

87,590 - passed successfully;
99,296 - did not pass.

Documents Required to Replace Indefinite Licenses with Fixed Ones

To exchange an indefinite driver's license, the following documents will be required:

medical certificate in form No. 83;
certificate of completion from a driving school (driver's card). If it is not available, a corresponding certificate can be obtained from the State Center for Vehicle Registration and Driver Licensing;
valid driver's license.

Need to Take an Exam to Replace Yellow Licenses

Taking an exam is not required.

Is it Worth Contacting Private Driving Schools for Training?

Private driving schools continue their activities in accordance with the law. Currently, their operations are not restricted.

There are 261 private driving schools and 79 state schools operating in Kyrgyzstan.

Duration of Training in Driving Schools

An interdepartmental commission has been created to develop mechanisms for obtaining driver's licenses, which includes independent experts, driving school directors, and representatives of government bodies.

New approaches and methods for training future drivers are currently being developed, and training under the new concept is still in the creation stage.
