The first challenge focused on simplifying the licensing of private schools to increase the accessibility of education.
As part of the reform, the following steps were taken:
- implementation of online licensing;
- cancellation of the requirement to repurpose buildings while complying with sanitary standards;
- reduction of the time for obtaining sanitary and fire safety approvals from 30 to 3 days in cities and up to 7 days in regions;
- elimination of excessive inspections and administrative procedures;
- transition to an automated document submission system with a complete shift of the licensing process to an online format.
As a result, the licensing process was reduced from 3-4 months to 20 days.
The second challenge concerned simplifying the replacement of driver's licenses.
To improve the quality of public services, the process of replacing driver's licenses was transitioned to a digital format, eliminating the need to provide documents in paper form. As part of this initiative, in collaboration with the organizations "Kyzmat," "Tündük," and "Kyrgyz Post," the following measures were implemented:
- creation of an online service for submitting applications for driver's license replacement;
- introduction of an online payment option for services via QR code and banking applications;
- reduction of application submission time from 1.5 hours (with visits to UNA branches) to 10 minutes (without leaving home);
- reduction of the waiting time for receiving the finished license from 4 days to 1-2 days with the option of home delivery through OJSC "Kyrgyz Post."
After the implementation of the reform, citizens can update their driver's licenses in an online format through the "Tunduk" app, with subsequent delivery of the finished document to their home, significantly simplifying the procedure and reducing the number of administrative steps.
In conclusion of his speech, Adylbek Kasymaliev noted that these changes were made possible thanks to the coordinated work of all involved government agencies and expressed gratitude to everyone who participated in the implementation of the reforms.
