Sadyr Japarov: In Kyrgyzstan, it will no longer be possible to buy a driver's license

President Sadyr Japarov spoke about the importance of reforming driver training, emphasizing the need for teaching schoolchildren how to drive and outlining the preparation timeline for adults.
In his publication, the head of state noted that after the collapse of the Soviet Union, the system for obtaining driver's licenses significantly deteriorated, and many effectively purchase their licenses rather than passing exams. "The sad reality is that about 90% of drivers obtained their licenses illegally. I can confirm this. If you stop drivers on the street and ask them about the technical characteristics of their vehicle, many will be unable to provide a coherent answer. This raises serious concerns," he emphasized.

Japarov called for the need for changes in this area, noting that a lack of knowledge of traffic rules leads to a high number of accidents. He provided statistics: from 2014 to 2020, 6,159 people died in road traffic accidents, and since 2021, 3,818. "The number of casualties has decreased due to the measures taken, but it is still too many. We are losing not only people but also incurring financial losses for the treatment of the injured," he added.

The president emphasized that from now on, purchasing driver's licenses will become impossible. "Anyone who previously bought a license will have to pass exams. This should not cause dissatisfaction. People who do not know the rules will be able to learn them and pass," he noted.

He also spoke about a conversation with a seller of licenses, who confirmed the existence of tragic cases related to unscrupulous drivers. Japarov called for responsibility and awareness of the consequences of irresponsible driving.

As an example, he cited European countries, where training takes up to several years, resulting in significantly lower accident rates. "We must strive for this. Even if the results are not immediate, changes are necessary for future generations," he pointed out.

An additional course on traffic rules will be introduced in schools, developed in collaboration with the Traffic Safety Department of the Ministry of Internal Affairs and the Ministry of Education. Information about the innovations is expected to be available by the end of November.

The training will last 14 months, as 11th and 12th-grade students need time to absorb the material. Practical classes will be adapted to weather conditions, including driving in challenging situations.

Japarov noted that all road users, regardless of their intentions, must know the rules. Those who do not plan to drive will not have to take final exams.
Driving schools will be opened in all regions of the country, and graduates of schools and universities will be able to undergo training there. The timeline for adults may be shortened.

"There will be no more corruption! Driver's licenses will be issued only based on knowledge and effort. Everyone should earn their license through their work and determination," the president concluded.
