Changes have occurred in the Kyrgyz Republic that simplify the process of obtaining a medical certificate in the form 083, which is necessary for issuing a driver's license.

As reported by Vitaly Chumachok, the director of the Center for Electronic Health, in an interview with the AKIpress agency, citizens can now complete the entire process at one medical institution, eliminating the need to visit multiple organizations.

He noted that the certificate is available in a digital format: data about the medical examination can be viewed in the "Tunduk" mobile application, and the information is automatically transmitted to the State Institution "Unaa".

The list of specialists and the procedure for medical examination remain unchanged. "A citizen applies to a medical organization for the certificate. A note is recorded in the information system, after which a primary check for medical contraindications to driving is conducted. If there are none, the application is registered. After payment is made, the citizen undergoes an examination by doctors, who record the results in the system. Upon completion of the process, the certificate is certified with the digital signature of the head of the medical institution, and the information is displayed in the "Tunduk" application and in the State Institution "Unaa"," Chumachok explained.

He added that the first request is to check for records in psychiatric and narcological institutions, as such data may serve as contraindications for operating a vehicle.

"If necessary, the citizen may be referred for additional examination. Usually, it is sufficient to undergo an examination by a psychiatrist and a narcologist at the institution they applied to," he clarified.

The certificate, as before, is valid for one year. "You can obtain the certificate as needed, and if it is still valid, it can be reused. For example, you received your driver's license today, and six months later you decided to work in a taxi — the valid certificate will be suitable for obtaining a license. However, when replacing the driver's license after its expiration, it will need to be updated," the director added.

Chumachok also noted that there has been a recent increase in the number of citizens wishing to obtain the certificate. The queues are not formed due to technical problems, but due to a seasonal increase in requests caused by ARVI, as well as in connection with taxi licensing and the need to replace driver's licenses with "unlimited validity".

"Medical institution staff are doing everything possible to meet the requests of all citizens. The Ministry of Health is working on a mechanism for submitting an online application for obtaining certificate 083 and organizing an electronic queue to optimize the workload. If all slots are filled for a specific date, the citizen will be offered to register for the nearest available date," he concluded.
