In response to these complaints, representatives of the State Agency explained that there are a number of documents that must indeed be presented in paper form.
According to the information, to form an electronic archive, the following documents must be scanned: the applicant's identity card, documents confirming property rights and restrictions on them, powers of attorney, founding documents for legal entities, as well as cadastral and construction plans, decisions from relevant authorities, spousal consents, and certificates of marital status. These requirements are outlined in paragraph 213 of the Rules for State Registration of Property Rights, Restrictions on Rights, and Transactions with Them.
For civil law transactions, the use of electronic copies of such documents as a passport, marriage or divorce certificate, and death certificate is permitted if they are submitted through the "Tunduk" application. For citizens acting on the basis of a general power of attorney, a copy is also issued in accordance with current regulations.
The agency emphasized that since powers of attorney are often returned, it is important to restore documents and keep their copies in the archive. The permanent storage of copies of powers of attorney is also necessary.
As for the property insurance policy, it is issued for one year, and the original policy is handed over to the rights holder. A copy of the policy is registered as archival material for possible future audits. Currently, due to technical limitations, uploading a copy of the insurance policy to the database is not possible, which necessitates having a paper version during the transaction, specialists note.
