The Cabinet expanded the rules for appointing deputies for digital development in ministries

Changes to the regulations concerning digitalization and the appointment of deputy heads of state institutions responsible for digital development were initiated by the Cabinet of Ministers of Kyrgyzstan.

These measures aim to streamline legislation and are in accordance with the decree of the President of the Kyrgyz Republic.

The amendments affect the structures of such agencies as the Ministry of Justice, the Ministry of Transport, the Ministry of Health, the Ministry of Labor and Social Development, the Ministry of Finance, the State Agency for Service and Local Self-Government, the Ministry of Agriculture and Processing, the Ministry of Construction, the Ministry of Digital Development, as well as the Ministry of Science, Higher Education and Innovations, and the Ministry of Education.

One of the key changes is the introduction of a unified procedure for appointing deputies for digital development in all the listed agencies. These deputies will now be appointed by the Chairman of the Cabinet of Ministers from a personnel reserve formed by the Ministry of Digital Development. Candidates must undergo approval with the head of the agency responsible for e-governance.

Additionally, the powers of ministers and agency heads regarding the submission of proposals for the appointment and dismissal of deputies have been clarified. In particular, the chairman of the cabinet now has the right to dismiss deputies without coordination with the minister.

The new rules will come into effect in ten days.
