During the discussion, Deputy Minister of Justice Kuban Kazakov noted that the aim of the draft law is to optimize the award system, proposing to reduce the number of state awards and honorary titles from 46 to 20. In the new version of the draft, 5 honorary titles will remain.
Akimbaeva emphasized that the updated version retains titles related to culture and art, such as "People's Artist," "People's Painter," and "People's Writer." However, according to her, the title "People's Poet of the Kyrgyz Republic" is planned to be merged with the title "People's Writer," which caused her dissatisfaction.
The Deputy Minister explained that the merging of the poet and writer occurs because the term "writer" encompasses a broader range of individuals, including poets. "Writer is a more extensive definition, and poets are included in it," Kazakov noted, adding that the initiators of the draft law are ready to consider proposals for restoring a separate title if such suggestions are made.
Additionally, Akimbaeva raised the issue of a clause in the draft law stating that awards and honorary titles are not granted in connection with anniversaries and before holidays. In her opinion, this wording appears to be a prohibition, whereas in Kyrgyzstan, awards are often presented based on the results of the year and in anticipation of state holidays, including Independence Day.
The deputy also pointed out discrepancies between the Kyrgyz and Russian versions of the draft law. The Russian version uses the phrase "on the eve of holidays," which leaves many interpretations, while the Kyrgyz text states "before festive days and professional holidays," which also does not specify the timing.
She suggested revisiting this issue and making amendments to the text to avoid misunderstandings and contradictions with real practice.
