At an extraordinary meeting of the committee of the Jogorku Kenesh held on December 26, deputy Gulya Kozhokulova raised the issue of the possible demolition of "Stalinki" in the center of Bishkek and the construction of new multi-story buildings. The committee heard a report on the master plan for the development of the capital until 2050.

The chief architect of the Bishkek master plan project, Irina Grishechkina, who holds the position of deputy director of the Scientific Research Institute of Prospective Urban Development in St. Petersburg, explained that high-rise construction is not planned in the historical center of the city. She noted that historical buildings have a protection zone that covers a significant area and allows for construction no higher than several floors. Additionally, new objects are not planned in the adjacent zones.

Deputy Kozhokulova mentioned the demolition of the Museum of Military Glory at the intersection of Moscow and Logvinenko Streets, where construction work is currently underway.

In turn, Bishkek's vice-mayor Azamat Kadyrov stated that he does not have information about the height of the new building and promised to provide a written response.

“This is the central part of Bishkek. How could the construction of such objects be permitted? There is a whole complex there,” expressed Kozhokulova's dissatisfaction.

The first deputy head of the State Enterprise "Bishkekglavarchitectura," Aziret Akimov, explained that construction in this zone was permitted according to the current master plan and was discussed at the urban planning council.

“The new master plan proposes replacing 3-4-story 'Khrushchyovkas' and 'Stalinkas' with medium-rise buildings that can reach 9 stories. The demolition of existing structures is only possible with the consent of their owners,” added Bishkek's vice-mayor.
