In response, Prime Minister Adylbek Kasymaliev stated that the mayor of the city is responsible for the work on the general plan. "A new project was recently presented, but unfortunately, I was unable to see it in full," noted Kasymaliev.
Kozhokulova emphasized the importance of active participation and oversight by the government in this process. However, Kasymaliev assured that the government is already exercising supervision.
Minister of Construction Nurdana Oruntaev added that the Bishkek mayor's office is developing the general plan in collaboration with the Saint Petersburg Institute. According to him, other ministries, including the Ministry of Transport, are providing their recommendations. "At the moment, the plan is at the stage of public hearings and has not yet been approved," the minister clarified.
Deputy Kozhokulova noted that the minister's response reiterates already known facts. She emphasized that this is a strategic plan and added: "Public hearings are taking place, but the streets and yards have turned into parking lots. Perhaps it is worth moving out of Bishkek, as apartments from the State Investment Corporation (GIK) are almost indistinguishable in price from market ones. They can be built in other regions."
Kasymaliev reiterated that the government is exercising control. A representative of GIK reported that 800,000 apartments are being built in the country, with more than 80% of them located in regions where GIK housing prices are twice as low. However, Kozhokulova pointed out the lack of necessary infrastructure near GIK apartments, such as schools and other institutions.
