The question of why the master plan for Bishkek was developed by a foreign organization concerns local architects and urban planners.

One of the participants in the discussion emphasized the importance of the master plan as a strategic document that involves the use of confidential data.

An activist asked: "Why was the master plan developed by non-residents of the Kyrgyz Republic? Were the employees of the St. Petersburg Institute warned about possible criminal liability for leaking classified information?"

In response, Deputy Mayor Azamat Kadyrov stated that the city administration had signed a contract with the St. Petersburg Scientific Research Institute of Urban Planning based on a relevant government decision. According to him, foreign specialists were informed of their responsibilities, and permission to work with classified data was obtained from the law enforcement agencies of Kyrgyzstan.
