The CEC of the Kyrgyz Republic has agreed to bring two candidates for deputies to criminal responsibility.
First, the members of the Central Election Commission examined the situation with the candidate from district No. 24, Gulnaz Khalilova.
As reported by the chief investigator of the Internal Affairs Department of the Sverdlovsk district of Bishkek, there is substantial evidence confirming Khalilova's involvement in organizing vote buying. In this regard, one of her supporters has been brought to criminal responsibility and is currently under a travel ban. Two campaigners have also been held accountable and are under similar preventive measures. During the investigation, material evidence was seized, including voter lists and 7,159,490 soms.
The case has been initiated under Article 196 "Vote Buying" of the Criminal Code of the Kyrgyz Republic.
In response to the accusations, Gulnaz Khalilova denied all the claims against her in an interview with Kaktus.media, asserting that false information is being created around her name.
She stated: "I want to emphasize that there were no shadow payments, nor could there be. The photographs presented as evidence are manipulations. The money was withdrawn near the house of Fazilova K. A., and these are her personal funds, unrelated to my campaign. She has an official declaration for the legalization of income for 2024, confirming the origin of these funds."
Then, the commission members discussed the case of Lyra Akunova, a candidate from district No. 22. A request for her criminal prosecution has also been submitted. The investigator from the Main Internal Affairs Department reported that Akunova deliberately submitted documents to the Central Election Commission to register her daughter S. I. as an authorized representative for financial matters. As a result, her daughter involved her cousin and handed over 360,000 soms to Sh. T. for distribution among voters. They were charged in absentia under the same article "Vote Buying."
The investigator added that Akunova was obliged to appear for investigative actions but ignored this requirement without valid reasons or explanations.
The Central Election Commission agreed to the criminal prosecution of both candidates.
