Bribery of Voters: The Central Election Commission Allowed to Hold Two Female Candidates Accountable

At a meeting of the Central Commission for Elections and Referendums, a decision was made to bring criminal charges against two candidates for deputies of the Jogorku Kenesh. This concerns Gulnaz Khalilova from district No. 24 and Lira Akunova from district No. 22, who are suspected of bribing voters.

According to information presented by Lira Zhyrgalbekova, the deputy head of the investigative department of the Sverdlovsk district police, the investigation into the criminal case opened under Article 196 of the Criminal Code of the Kyrgyz Republic, concerning voter bribery, is ongoing in the district police.

Zhyrgalbekova reported that convincing evidence has been collected indicating Gulnaz Khalilova's involvement in this crime. It has been established that she organized a scheme for vote buying. A preventive measure in the form of a written undertaking not to leave was chosen for one of the supporters and two campaigners. During searches, voter lists and cash amounting to 7 million 159 thousand soms were seized,” she noted.

She also made a request for consent to bring Gulnaz Khalilova to criminal responsibility, to which all members of the Central Commission voted in favor.

Senior investigator of the Bishkek City Police Department Bakhtiyar Edilbek uulu also spoke about the vote-buying case related to Lira Akunova, which was initiated on October 23.

“During investigative actions, sufficient evidence has been collected indicating illegal influence on the electoral process. Lira Akunova registered her daughter Saltanat Ismanova as a financial representative, who, in turn, involved her cousin Shaabidin Toktosartov in a pre-planned vote-buying scheme. On November 8 and 12, at the candidate's headquarters, at Akunova's instruction, her daughter handed over 360 thousand soms to Toktosartov for distribution among voters. Akunova was invited to the City Police Department to give testimony but ignored all summonses,” the investigator said.

The Central Commission also granted the petition to bring Lira Akunova to criminal responsibility.

Both suspects, Gulnaz Khalilova and Lira Akunova, are deputies of the Bishkek City Kenesh.
