According to preliminary data, unknown individuals intended to distribute monetary funds among citizens ahead of the extraordinary elections for deputies of the Jogorku Kenesh, scheduled for November 30, 2025. They gathered people in a café on Bayalinov Street for this purpose.
In connection with the initiation of a criminal case under Article 196 of the Criminal Code of the Kyrgyz Republic, the Ministry of Internal Affairs, together with the Main Department of Internal Affairs of the capital and the service for countering extremism and migration, conducted special operational measures.
During the meeting, which took place from 18:00 to 21:30 on October 24, more than 15 people were present, who actively participate in public life and are respected by local residents.
During the inspection, it was revealed that K.S., born in 1980, was planning to participate in the upcoming elections for electoral district No. 3 "Kadamjai" and was conducting agitation among those gathered, promising material rewards for votes.

K.S. covered the expenses for the meeting, which amounted to 19,300 soms, from his personal funds.
After that, all participants were taken to the investigative service of the Main Department of Internal Affairs of Bishkek, where information about the facts of illegal agitation and vote buying was collected.
On November 7, K.S. was charged with bribing voters under the relevant article of the Criminal Code of the Kyrgyz Republic, and a preventive measure in the form of a subscription not to leave was imposed on him.
Currently, investigative actions are ongoing to clarify all the circumstances of the case.
