Nurbaev submitted his application expressing his desire to participate in the elections on October 30. However, during the verification of his documents, conducted based on a report from the National Agency for Religious Affairs and Interethnic Relations dated November 3 and additional information from November 5, as well as data from the State Committee for National Security, it became known that Nurbaev, born on April 30, 1983, had long been engaged in religious activities. He was the director of the religious charitable foundation "Aravan Zeket" and represented the "As-Safa" foundation.
According to Form No. 61, approved by the CEC resolution dated September 26, 2025, Nurbaev indicated that he is not a religious figure and signed a declaration of compliance with the restrictions for such individuals. Nevertheless, the working group responsible for receiving and verifying electoral documents concluded that he does not meet the legal requirements for candidates for deputies of the Jogorku Kenesh and recommended denying him registration.
On November 5, 2025, Nurbaev attended a meeting of the working group. According to part 4 of Article 3 of the constitutional law "On the Elections of the President and Deputies of the Jogorku Kenesh," individuals engaged in religious activities cannot run for deputy for five years after the end of their religious activities.
Based on the conclusions of the working group regarding Nurbaev's non-compliance with the requirements for registration as a candidate for deputy, as well as in accordance with part 4 of paragraph 1 of Article 3 and Articles 3, 4, and 8 of the constitutional law "On the Central Commission for Elections and Referendums," the Central Election Commission denied him registration.
