The CEC of the Kyrgyz Republic denied Ilyas Amangaziev registration as a candidate for the Jogorku Kenesh due to a photo with Kamchy Kolbaev

The working group responsible for receiving and verifying the documents submitted by candidates and political parties concluded that I. Amangaziev does not meet the requirements established by law for candidates for the Jogorku Kenesh and recommended denying him registration.

According to information provided by the Main Department of Criminal Investigation of the Ministry of Internal Affairs of the Kyrgyz Republic on October 30, 2025, a photograph taken on January 9, 1989, shows I. Amangaziev next to the criminal authority Kamchy Asanbek. In this regard, a report was registered at the Issyk-Ata District Department of Internal Affairs for verification, and he was summoned for questioning. During the questioning, I. Amangaziev confirmed his presence in the photo with Kamchy Asanbek.
On November 2, 2025, I. Amangaziev was invited to a meeting of the Working Group, but he chose not to participate.

According to part 11 of Article 61 of the constitutional law "On the Elections of the President of the Kyrgyz Republic and Deputies of the Jogorku Kenesh of the Kyrgyz Republic," the registration of a candidate may be denied if he is or has been registered as a person associated with an organized criminal group or criminal community.

Based on the recommendation of the working group from November 2, 2025, which suggested denying Ilyas Amangaziev registration, the Central Election Commission, guided by part 11 of Article 61 of the same law and other relevant articles, denied him registration as a candidate for the Jogorku Kenesh in the multi-mandate electoral district No. 25.
