
The Central Election Commission (CEC) of Kyrgyzstan rejected the applications of four individuals wishing to become candidates for deputies of the Jogorku Kenesh.
The rejection was issued concerning Gulsary Omorbekovna Karimova, Jalolidin Payazidinovich Nurbaev, Shayloobek Karybekovich Atazov, and Bolotbek Sogushbekovich Duyshenaliev.
Gulsary Karimova
In her statement, Karimova claimed that she has no connection to religious activities.
However, according to data from the National Agency for Religious Affairs and Interethnic Relations, since May 1, 2022, she has held the position of head of the religious organization "Kelechek Umma." Reports for 2024 also indicate that Karimova continued to hold this position.
Additionally, from 2023 to 2025, she served as the director of the religious educational center "Sydyk Muhammad Balty," registered on June 13, 2023, which operates in the Jalal-Abad region.
Jalolidin Nurbaev
According to information obtained through the electronic inter-agency system "Tunduk" of the Ministry of Internal Affairs of the Kyrgyz Republic, there are records of terminated criminal cases against Nurbaev.
Shayloobek Atazov
According to information from the Main Department for Crime Investigation of the Ministry of Internal Affairs of the Kyrgyz Republic dated October 23, 2025, Atazov has been on preventive registration since 2024 as a person with connections to an organized criminal group or armed group.
Furthermore, according to data from the Border Service of the State National Security Committee of the Kyrgyz Republic dated October 22, 2025, Atazov does not meet the requirements of part 4 of Article 59 of the constitutional law of the Kyrgyz Republic "On Elections of the President and Deputies of the Jogorku Kenesh," as he did not reside in the territory of the republic for the last five years. He was outside Kyrgyzstan from March 13 to November 29, 2024 (260 days).
Bolotbek Duyshenaliev
According to the Main Department for Crime Investigation of the Ministry of Internal Affairs of the Kyrgyz Republic dated October 16, 2025, Duyshenaliev has been registered since 2011 as a person associated with organized criminal activity.
According to information from the Border Service of the State National Security Committee of the Kyrgyz Republic dated October 15, 2025, Duyshenaliev also does not meet the requirements of part 4 of Article 59 of the mentioned law, as he was outside Kyrgyzstan prior to his candidacy: from November 11, 2023, to February 4, 2024 (84 days), from April 20 to June 8, 2024 (48 days), and from July 18 to October 4, 2024 (78 days), totaling 210 days.
On October 28, the Central Election Commission reviewed the applications of citizens who refused to participate in the early parliamentary elections scheduled for November 30, 2025.
The following candidates were denied participation in the elections:
 Ziyadin Islamovich Jamaldinov, candidate for district No. 3;
 Akai Imaraliyevich Kydyrov, candidate for district No. 19;
 Chyngyz Suynbaevich Tumonov, candidate for district No. 3;
 Zulkaynar Kayumovich Kayumov, candidate for district No. 24;
