At the beginning of the meeting, Kasymaliev emphasized that this General Plan is a fundamental strategic document that will determine long-term socio-economic and territorial changes in the capital. He noted that the high interest of the public in the project indicates the need for open and comprehensive discussion, as well as the consideration of proposals and assessment of potential risks.
The head of the Cabinet stated: “The quality and balance of the General Plan play a key role in the sustainable development of the city, ensuring the comfort and safety of citizens, rational use of resources, and the investment attractiveness of Bishkek, while it is necessary to preserve green areas, historical and cultural heritage, and guarantee environmental safety.”
During the discussion, it was announced that as a result of the administrative-territorial reform expected in 2024, the area of the city will increase by 25,707.3 hectares, totaling 41,032.67 hectares. The population has increased by 132,380 people, reaching about 1.3 million, with real figures potentially being higher due to active urbanization.
Issues related to systemic problems faced by Bishkek were also raised, including the overload of the street and road network, traffic jams, lack of green and recreational areas, significant wear and tear of engineering and communal infrastructure, and instances of chaotic construction, which negatively affect the quality of the urban environment and the standard of living of residents.
The city mayor, Aybek Junushaliev, reported that the General Plan project was presented for public discussion in October 2025. During this period, more than 300 comments and suggestions were received, which will be taken into account in the further refinement of the document.
Representatives of the Research Institute of Prospective Urban Development from St. Petersburg, who created the General Plan project, conducted a presentation that included an analysis of the current state of the city, demographic trends, and the main directions for the development of the capital until 2050, including aspects of transport, social, and engineering infrastructure.
As a result of the meeting, the need to continue working on the General Plan, taking into account the received public and expert proposals, as well as ensuring its phased and balanced implementation, was emphasized.
