The First Deputy Minister of Water Resources, Agriculture, and Processing Industry, Zhanibek Kerimaliev, presented the project, noting that as a result of the modernization of the first complex of wastewater treatment facilities, its capacity will increase from 20 to 40 thousand cubic meters per day.
The total amount of project financing is 8.3 million euros and includes:
- 4 million euros in loans from the European Investment Bank;
- 3 million euros in grants from the European Union;
- 1.3 million euros in grants from the Green Climate Fund.
The director of the department responsible for the project, Azamat Shadmanov, added that the modernization of the wastewater treatment facilities is the third phase of the program. The first phase included the reconstruction of the water supply system, covering new areas of the city, and in the second phase, the second complex of wastewater treatment facilities was rehabilitated and rebuilt.
Deputy Gula Kozhokulova asked whether the dynamics of population growth in Osh are taken into account, to which Shadmanov replied that the wastewater treatment facilities will be reconstructed with the needs of the next 20-30 years in mind.
Kozhokulova emphasized the importance of involving the opinions of specialists from the Academy of Sciences when analyzing such projects, stating that this could help clarify many issues.
She noted: "If you, the executive power, worked in collaboration with the Academy of Sciences, many questions would be resolved, and the picture would be more complete."
Deputy Shairbek Tashiev, in turn, suggested that colleagues approve the project immediately in the third reading, considering the approaching end of 2025. The committee chairman Eldar Sulaymanov reminded that according to existing rules, it is not allowed to approve loan agreements in several readings; however, the process can be expedited by reviewing the document at an extraordinary meeting.
