The document was signed between the LLC "China-Kyrgyzstan-Uzbekistan Railway Company," representing the joint project company, and a syndicate of banks from China, which includes the State Development Bank and the Export-Import Bank.
In his speech, Torobaev emphasized that, according to the investment agreement, the full financial provision for the project was to be completed by December 20, 2025; however, this task was accomplished ahead of schedule.
He noted: "This achievement deserves high praise and vividly demonstrates the readiness of the joint project company, established by the three states, to implement international projects."
The construction officially started on December 27, 2024, when the presidents of the three countries—Sadyr Japarov from Kyrgyzstan, Xi Jinping from China, and Shavkat Mirziyoyev from Uzbekistan—stressed the importance of this strategic project.
