Sadyr Japarov cited the example of unsuccessful road construction in Naryn, pointing out that such difficulties cast doubt on the possibility of successfully completing larger projects, such as tunneling in the mountains or building a railway.
He reminded that four years ago he handed over the construction of the Balakchy - Barskoon road to local companies, but they have still not completed the work. The president personally inspected the process and found that the number of workers was insufficient and the work was progressing slowly. People disappear for several days after receiving their salaries, which is one of the problems faced by construction companies.
In the section from Korumdu to Balbay, where the Chinese company China Road is working, the situation is different: they started the project only a year ago and have already completed the asphalt laying in one season.
According to Japarov, if Kyrgyzstan tries to build the China - Kyrgyzstan - Uzbekistan railway on its own, it will take at least 30 years. Although the construction of the Balakchy - Kochkor - Kara-Keche road is currently underway, it is being laid in flat terrain, which is easier for local specialists who are still learning.
In addition, Kyrgyz specialists are also participating in the project to build the China - Kyrgyzstan - Uzbekistan railway. Their involvement is expected to help them acquire the necessary skills. The president emphasized that when qualified specialists appear in the country, it will be possible to talk about the possibility of independent construction. At the moment, however, there is a lack of modern equipment for drilling and construction, which also complicates the execution of complex tasks.
