At a meeting with the residents of Talas on November 13, President Sadyr Japarov noted that the regional leadership decided to return the unused money. “Previously, we experienced a shortage of funds, and now we have enough financing, but unfortunately, we are unable to utilize the allocated amounts by the end of the year. Many who do not manage to use the allocated money suggest returning it so that there will be an opportunity to receive it again in the future. Earlier, there was no mechanism for 'return,' and it was always said that there was a lack of funding,” the president added.
At the beginning of 2026, the Talas region will receive additional funding of 8 billion soms, which will be directed, among other things, to the reconstruction of the National Complex "Manas Ordo." Japarov emphasized that next year, the celebration of Independence Day is planned to be held at the state level in Talas. “We must be proud in front of international guests. Talas will receive sufficient funding,” he noted.
The president also participated in the ceremony of laying the capsule for the construction of the children's entertainment center "Balastan" during his working trip to the Talas region. This center, which will occupy an area of 6.5 hectares, is planned to be commissioned in 2026. "Balastan" will feature attractions, special play areas for children with disabilities, a modern cinema, a congress hall, and food service points.
The construction of this facility will provide over 200 new jobs. Japarov noted that despite the traditional focus on infrastructure development in the capital and major cities, the state is aimed at the even development of all settlements in the country.
