Akimov noted that, unlike the current master plan, the new document for the first time includes updated schemes for the placement of various social facilities, including educational institutions, kindergartens, and medical facilities.
"The development of the master plan is based on the principle of accessibility within a 15-minute walk. Although this will not be implemented throughout the city immediately, it will be evident in certain areas. For example, in the center of the Lenin district, a sub-center is being created where all necessary social facilities will be designed and established," he added.
The master plan provides for various levels of social facilities:
- republican level;
- city level;
- district level;
- micro-district level.
"In creating the sub-center, we must take into account the presence of district-level facilities that should be accessible within a 15-minute walking distance," emphasized the deputy head of Bishkekglavarchitectura.
He also provided an example: with the emergence of sub-centers, residents of Archa-Beshik, Ak-Orgo, and Ak-Ordo will be able to easily access social facilities within their district.
"Now the residents of these districts will not have to travel to the city center — all necessary services will be within walking distance," noted Akimov.
Nevertheless, facilities of significance to the city and the republic, such as the Philharmonic and various cultural and administrative buildings, will still be located in the central part of the city.
