During the discussion of amendments to the tax legislation, she questioned the feasibility of this initiative, noting that it is inappropriate to compare alcohol with other goods, such as jewelry and textile products, as well as cars.
“What consequences could arise from the abolition of licensing?” she inquired.
She was answered by the Chairman of the State Tax Service, Almambet Shykmamatov, who clarified that licensing would not be abolished for all alcoholic products, but only for small retail outlets in rural areas.
According to him, large stores and importers will continue to be subject to licensing regulation, while small shops will be exempt from this obligation.
However, Kozhokulova countered: “The law does not state that retail trade must only be small. Licensing is aimed at protecting the lives and health of citizens. I believe this is a misunderstanding of the situation, and licensing should be maintained. I get the impression that someone is lobbying for their own interests.”
Shykmamatov reiterated that small kiosks receive goods from licensed producers and importers. “Licensing of retail trade in the past has led to corruption. Many traders reported that they were intimidated by the possibility of closure. We have tried to eliminate this problem so that our inspectors do not terrorize small shops with demands for licenses and fines,” he noted.
Kozhokulova added that such trade inspection practices should be banned.
“The problem is not only with licensing. It is a matter of regulation. In some areas, such as textiles, urgent measures are needed. But abolishing licensing for the sale of alcohol could seriously harm the health of the nation. The interests of the people must be a priority,” she emphasized.
In response, Shykmamatov noted that they are always ready to listen to businesses that approach them with requests.
