During the discussion, she noted that Kyrgyzstan is facing a personnel shortage and proposed to implement a bill that would require budget-funded graduates to work in state institutions. Deputy Gulya Kozhokulova believes that graduates should sign contracts with the government, which would help address the problem of the lack of qualified personnel.

Additionally, Kozhokulova appealed to the Acting Minister of Science, Higher Education, and Innovations, Gulzat Isamatova, with a request to return to the practice that existed in the USSR, when graduates were required to work for a certain period for the state.
