Candidates for the title of "Honorary Citizen of the City of Osh" will be discussed publicly

The deputies of the Osh City Council, at a session held on December 23, made amendments to the regulation on the title of "Honorary Citizen of the City of Osh," which was approved on February 15, 2007 (resolution No. 203). The basis for these changes was the discussion and proposal from the Osh City Mayor's Office, as well as the decision of the permanent deputy commission on architecture, construction, and ecology dated December 11, 2025 (number 58).

According to the updated clause 8 of Section II of the regulation, the process of awarding the title of "Honorary Citizen of the City of Osh" will now include a mandatory public discussion of the candidate in the mass media for at least 15 calendar days after their nomination. Only after this will the issue of awarding the title be considered at a session of the city council.

Previously, the procedure was different: the session could consider awarding the title only two months after the publication of information about the candidate.

Additionally, the Osh City Council instructed the mayor's commission to develop specific criteria for evaluating candidates for this honorary title.

The resolution comes into effect upon its official publication.

Regulation

on the Honorary Citizen of the City of Osh
I. General provisions.

1. In order to recognize the outstanding merits of citizens to the city community and to encourage their activities aimed at the benefit of the city of Osh and the Kyrgyz Republic, the title of "Honorary Citizen of the City of Osh" is established.

2. This title may be awarded to both citizens of the Kyrgyz Republic and foreign citizens, and it is not subject to revocation.

3. The title cannot be awarded to individuals with unexpunged or unserved criminal convictions.

4. Individuals awarded the title receive a Certificate, Badge, and ID of the Honorary Citizen of the City of Osh, approved by the resolution of the Osh City Council.

5. The production and storage of award documents are carried out by the Osh City Council of Deputies.
II. Grounds and procedure for awarding the title "Honorary Citizen of the City of Osh"

1. The grounds for awarding the title are:

- long-term charitable activities with a total amount exceeding 1 million soms;

- acts of bravery for the benefit of the city's residents;

- achievements in state, municipal, political, scientific, cultural, and other fields recognized by the city's residents;

- long-term work in the city's infrastructures, including positions of mayor and council chairman.

2. Foreign citizens may be awarded the title on other grounds not specified in clause I.

3. Proposals for awarding the title may be submitted by deputies, the mayor's office, territorial bodies, and public organizations.

4. Proposals must be formalized as draft resolutions.

5. The consideration of candidates occurs individually at the council session.

6. Self-nominations are not considered.

7. Posthumous nominations are not considered.

8. The issue of awarding the title is considered no earlier than two months after the publication of information about the candidate in the media.

9. The decision is made by voting at the council session.

10. The title is awarded at the council session.

11. Consideration may take place without the candidate's presence.
III. Composition and structure of the commission.

1. The work on awarding the title is organized by a commission, the composition of which is approved by the council session.

2. The commission operates in accordance with this regulation and other legal acts.
IV. Functions of the commission.

The commission:

- accepts proposals for awarding the title, studies documents, and, if necessary, requests additional information;

- decides on the preparation of drafts for consideration by the council;

- may invite the candidate to the meeting.
V. Procedure for awarding regalia and honoring the honorary citizens of the city of Osh.

1. The certificate and ID are signed by the chairman of the council.

2. Awards are presented in a solemn setting.

3. The names of honorary citizens are entered into the Book of Honorary Citizens.

4. Honorary citizens must be invited to sessions and meetings.

5. An honorary citizen has the right to free medical care and access to municipal facilities.

6. The awarding of the title does not confer additional rights or benefits.

7. An honorary citizen is obliged to comply with the laws and support the youth.

8. After death, the awards are transferred to the museum.
