Deputy of the Bishkek City Council Zhibek Sharapova raised an important issue regarding the implementation of inclusive education at the session held on December 23. This discussion took place within the framework of the Social Protection Development Program for the city of Bishkek for 2026-2028.

Sharapova inquired about the specific projects that the city administration would rely on during the implementation of this initiative. In response to her question, Deputy Mayor Victoria Mozgacheva stated that they would start with the creation of a social rehabilitation adaptation center based on the former 61st school. Currently, major repairs are being carried out in the building that previously housed the primary level of the first school, and the opening of the center is planned for February.

Mozgacheva also added that new educational institutions to be built next year should be inclusive. This will allow children with preserved intelligence but with musculoskeletal problems to study in regular schools. One of the schools already has a correction class, as well as a class for children with cochlear implants.

Furthermore, the Deputy Mayor emphasized the need to design and construct at least one specialized school in the city that will meet all the requirements for children with special educational needs.
Deputy Sharapova clarified that the essence of inclusive education lies in the joint learning of both healthy children and children with disabilities, including not only physical but also mental challenges. This approach is actively used in Western countries and America.
