Accessibility of Education for All. The Ministry of Justice Discussed New Rules for the PMPC
The press service of the Ministry of Justice reported that the new PMPC rules imply a shift from the traditional distribution model to an individualized approach.
The reform includes an interdisciplinary approach to diagnostics, involving psychologists, defectologists, speech therapists, and medical specialists. Together, they determine the educational needs of the child and the necessary conditions for their learning. Additionally, consultations will be transitioned to a digital format using the "E-Kündölük" platform and integrated with the electronic health system, which is expected to simplify bureaucratic procedures and improve access to services, including in remote regions.
The main goal of the new model is the early identification of children with special educational needs, the creation of a support system, and the expansion of inclusive education practices across the country.
According to representatives of NISI, despite changes to the Law on Education in 2023 emphasizing inclusion, many educational institutions continued to operate under outdated regulations from 1995 and 2004. To address this issue, an analysis of the legal framework was conducted, consultations with government bodies were held, and meetings with parents took place. As a result, the Ministry of Education canceled over one and a half thousand outdated orders and began developing new documents that meet modern requirements.
The Ministry of Justice and NISI assured that work to improve the regulatory framework in the field of inclusive education will continue to enhance the quality of services and ensure equal access to education for all children.
