Reform of Inclusive Education: Updated Rules of the Psychological-Medical-Pedagogical Consultation Approved

The Ministry of Justice of the Kyrgyz Republic has announced the approval of new rules for the operation of the Psychological-Medical-Pedagogical Consultation (PMPC).
An important part of the updated regulations is the transition from the traditional distribution model to a service-oriented approach that focuses on the needs of children and involves their families in the process. From now on, the PMPC conclusion will be provided exclusively to parents, and its transfer to educational institutions is only possible with the written consent of the family. This guarantees that the choice of school remains with the parents, who can also be present during the examination and participate in the discussion of recommendations. If the family gives consent, the recommendations become mandatory for implementation in educational institutions.
The reform is based on an interdisciplinary approach, where specialists such as psychologists, defectologists, and speech therapists conduct a comprehensive diagnosis to identify the needs of each child and determine the necessary conditions for their education. An important aspect is the transition of consultations to a digital platform through the "E-Kündölük" platform and integration with the electronic health system, which enhances the accessibility of services and eliminates duplication of procedures, especially in remote areas. This model aims to quickly identify children with special educational needs and improve inclusive education across the country.
The implementation of the new PMPC rules became possible thanks to the decree of the President of the Kyrgyz Republic dated March 10, 2025, which concerns improving the efficiency of public service. The Cabinet of Ministers' resolution approving the new regulations was adopted on October 17, 2025, and complies with current legislation, including the Law "On Education" and the Law "On the Rights and Guarantees of Persons with Disabilities," as well as international standards.
The beginning of the changes was initiated by the Ministry of Justice and the National Institute of Strategic Initiatives, which presented a comprehensive set of measures aimed at reforming inclusive education and youth policy on June 23. These proposals reflect the growing public demand for adequate and sustainable mechanisms to support children with special educational needs.
According to data from the NISI, significant changes occurred in the Law "On Education" in 2023, oriented towards inclusive approaches; however, many institutions continued to operate under outdated documents from 1995 and 2004. To eliminate discrepancies, the NISI, together with the Ministry of Justice, conducted an analysis of the regulatory framework and organized consultations with government agencies and parents of children with developmental disabilities. As a result, more than one and a half thousand outdated orders were revoked, and work began on new rules that meet modern requirements.

The recommendations formulated through the PMPC pertain to the adaptation of programs and the application of special methodologies, which directly affect the ability of children with special educational needs to study in regular schools and receive the necessary support. Therefore, updating the PMPC rules is a key element of the inclusive education reform in the country.
