President of the Kyrgyz Republic Sadyr Japarov has signed a draft law that initiates the transition to digital court proceedings. This law, adopted on November 14, 2025, significantly changes the architecture of the judicial system and introduces new approaches to citizen interaction with the courts, as reported by the press service of the Ministry of Justice.
According to the innovations, court processes will be transferred to an electronic format. This means that all case materials, evidence, decisions, and rulings will be created and stored in digital form. If necessary, court hearings can be conducted using video conferencing and audio and video recording, allowing participants to join sessions remotely from their personal devices.
One of the significant advantages of this reform will be improved access to justice for residents of remote areas. Now, filing claims, exchanging documents, and participating in hearings will not depend on the need for physical presence in court and paper formalities.
Additionally, the law grants the Supreme Court the authority to redistribute cases among various courts in digital format. This is expected to help alleviate the burden on courts in large cities, speed up the case review process, and reduce corruption risks, which has already been successfully implemented in several countries.
An important aspect of the new law is the introduction of modern notification methods, such as SMS and electronic messages, which not only accelerates information exchange but also significantly reduces government expenses on sending paper correspondence.
The law is expected to come into force on January 1, 2026, and will be integrated with the State Program for the Development of the Judicial System for 2023-2026, which includes the modernization of infrastructure and digital services. Digital court proceedings will be the final stage of extensive reforms carried out in recent years.
