In Kyrgyzstan, digital court proceedings will be implemented starting in 2026

Starting from the beginning of 2026, digital court proceedings will be implemented in Kyrgyzstan, which will radically change the operation of the judicial system and the interaction of citizens with the courts. The corresponding law has been signed by the president, as reported by the press service of the Ministry of Justice.

The law, which was adopted on November 14, introduces significant changes to three key codes: the Civil Procedure Code, the Criminal Procedure Code, and the Administrative Procedure Code. This will open up new opportunities for the application of digital technologies in the process of case consideration.

“We are talking about a radical modernization and review of citizens' access to justice. The new law eliminates the need for physical presence in judicial institutions, frees from paperwork, and reduces the duration of procedures that have long remained unchanged. Now, the submission of applications, exchange of documents, and participation in court sessions will be possible in an online format, which is especially important for residents of remote areas,” the statement said.

One of the key changes will be the transition to a digital form of court proceedings.
Judicial documents, evidence, decisions, and rulings will be generated in electronic format, and courts will be able to hold sessions using audio and video recording. The law also establishes the possibility of conducting video conferences, allowing parties, witnesses, and representatives of government bodies to participate in proceedings without the need to come to court, using their digital devices, provided that there is technical capability,” the ministry added.

Furthermore, the department noted that the new system will help optimize the workload on judicial institutions.

“The Supreme Court will be empowered to redistribute cases in digital format, ensuring a more even distribution of cases and helping to avoid overloading courts in large cities, thereby speeding up the timeframes for case consideration across the country. This experience has already proven effective in other countries and is seen as a way to reduce corruption risks,” the statement emphasizes.

Modern notification methods, such as SMS and electronic notifications, will also be implemented at the legislative level, replacing traditional letters. This will reduce the costs of the courts, which annually spend tens of millions of soms on postal services, while participants in proceedings will be able to receive notifications quickly and conveniently,” the press service added.

The law will come into effect on January 1, 2026, in accordance with the schedule for the implementation of the state target program “Development of the Justice System for 2023-2026.”
The program provides for the modernization of court buildings, infrastructure, and digital services by the specified deadline. The implementation of digital court proceedings will be the logical conclusion of a comprehensive set of organizational and technological reforms carried out by the judicial system in recent years.
