
The President of Kyrgyzstan, Sadyr Japarov, has signed a law concerning amendments to several legislative acts, including the Administrative Procedure Code, the Civil Procedure Code, and the Criminal Procedure Code. This decision was made by the Jogorku Kenesh on September 25, 2025.
The main goal of this law is to modernize the judicial system and provide citizens with more convenient access to justice through the implementation of modern digital technologies.
Among the tasks set forth by the new law, the following can be highlighted:
– the creation of legal conditions for the transition to digital court proceedings, which will speed up the process of reviewing court cases and making decisions. This will also provide an alternative to the traditional use of paper documents at both the stage of filing a lawsuit and at all subsequent stages, including the actions of participants in civil and administrative processes. As a result, the need for personal visits by citizens to the courts is significantly reduced, which is especially relevant for plaintiffs, defendants, witnesses, and experts;
– the reduction of excessive regulation of procedural rules, which will allow for the faster integration of new digital services into judicial practice, ensuring comfort for citizens and compliance with rapidly changing technologies.
The law will come into effect on January 1, 2026.
