
The first of the signed laws introduces the possibility of conscripting citizens for military service throughout the entire year—from January 1 to December 31. This provision will come into effect on January 1, 2026. Thus, military enlistment offices will be able to send summons to conscripts at any time, conduct medical examinations, and organize meetings of conscription commissions.
However, conscription will still be carried out, as before, twice a year: from April 1 to July 15 and from October 1 to December 31.
In addition, the law states that the deadline for responding to an electronic summons cannot exceed 30 days from the moment of its registration in the registry.
The second law signed by Putin concerns the engagement of reservists to perform tasks in peacetime. It covers citizens who have voluntarily signed a contract to remain in the reserve. According to this document, the Ministry of Defense of the Russian Federation will have the right to send reservists to additional "special" gatherings to protect critically important facilities and other vital infrastructure.
The State Duma approved this law on October 28. Soon after, a recruitment drive for the reserve of the Ministry of Defense was announced in the Yaroslavl and Tyumen regions.
